Renting an apartment in Ho Chi Minh City
Two months deposit plus one month in advance is the standard in Ho Chi Minh City. On a VND 22M flat ($846) that is VND 66M ($2,538) in cash before you hold keys, at September 2026 rates. The agent costs you nothing, because the landlord pays. Expect a holding deposit of about one month at the viewing too.

The lease term sets your electricity rate before the meter does
Ask how long the lease runs, then ask who is declared on it. Undeclared occupants on a lease under twelve months can cost you the household blocks. The power company may price the whole bill at one high bracket instead (cityhonestly series research, 9 September 2026). CHECK The book's renting section does not carry that rule, and the sources split on whether the bracket is the third or the top one. Confirm it with EVN HCMC, not with your landlord.
That declaration is not paperwork for its own sake. It is the same confirmation the rest of moving to Ho Chi Minh City runs on, from the residence card to the driving licence.
Three months of rent leaves your account before you hold keys
Two months deposit plus one month in advance. Seven towers state it, from Grand Marina to Estella Heights (rentapartment.vn via Ho Chi Minh City, honestly, 8 September 2026). Serviced flats and basic units often take one plus one.
At VND 22M ($846) a month, the book's comfortable rent for September 2026:

The agent is paid by the landlord, half a month to a full month (rentapartment.vn, 8 September 2026).
Leases run six to twelve months, and twelve earns the long-term rate. A Vinhomes Central Park one-bedroom is $600 to $750 on a year, against $1,100 to $1,200 short-term with services (rentapartment.vn, 8 September 2026).
Notice is typically 30 days, and leaving early usually forfeits the deposit. CHECK That is contract practice across listings, not a published rule.
The meter is where foreigners overpay, not the rent
EVN's average retail price has been 2,204.07 VND per kWh ($0.085) before VAT since 10 May 2025, when it rose 4.8% (Ho Chi Minh City, honestly, September 2026). EVN still lists Decision 1279/QD-BCT of 9 May 2025 as the tariff in force, read 10 September 2026. It can now be adjusted quarterly whenever costs move more than 2%.
Households pay in blocks. They run from about 1,984 VND per kWh at the bottom to about 3,460 above 400 kWh. CHECK The exact block values were not confirmed against the tariff decision itself.
Serviced flats and many landlords ignore the blocks. They bill a flat business rate of 3,500 to 4,000 VND per kWh ($0.135–0.154). On a heavy month that is roughly double the bottom block.
In money: daily air conditioning uses 300 to 450 kWh a month. On EVN blocks that is 900,000 to 1.6M VND ($35–62). At landlord rates it is 1.05M to 1.8M ($40–69).
Ask two questions at the viewing. Is the power metered at the EVN rate, or billed flat by the building? Then ask to see last month's bill.
Water is metered at roughly 10,000 to 20,000 VND per cubic metre, usually inside a serviced flat's rent. CHECK Inclusion varies by building. Fibre internet runs 224,000 to 263,000 VND ($8.60–10.10) a month (Expatistan, 8 September 2026).
Management fees run from 13,000 VND per square metre a month in the cheapest large estate to 38,500 in the dearest Thu Thiem tower. Grand Marina charges US$8 (rentapartment.vn, 8 September 2026). On a long let the owner normally pays. Get it in writing.

Furnished means furnished here, or it means an air conditioner
Expat condos and serviced flats come fully furnished (listings, 8 September 2026). Units let on the local market are bare, or "basic", which means an air conditioner and a kitchen.
That sets your entry cost more than the rent does. A serviced studio in Phu Nhuan runs $350 to $600 a month with furniture, water and internet inside it (research, 8 September 2026). A bare flat at the same rent wants a bed, a fridge and a washing machine first. No published figure exists for that fit-out.
Five to ten per cent is the real negotiating room, and only on a year
Expect 5 to 10% off the asking rent on a twelve-month lease. CHECK That is agency and listing practice, not a published figure. Luxury landlords tend to give free weeks or a fit-out rather than cut the headline number.
The market sets that ceiling. Launches fell 53% year on year, and absorption was 31% in the second quarter of 2026 (Ho Chi Minh City, honestly, September 2026). Supply is thin, so landlords here are not desperate.
Rents themselves are flat to soft. The city-wide asking rent is 6.7M VND ($258) across 29,623 listings, down 4.3% on the month and up 3.1% on the year (Nhatot.com, 8 September 2026). That average blends the merged city, so read it as a suburban floor.
The portals people actually use

- Mogi.vn — smaller, worth a pass.
- Expat agencies such as rentapartment.vn — the furnished condo stock, building by building.
- Facebook groups — cheaper, messier, where the fake listings live.
- Propzy — closed in 2022.
Portal numbers are asks, not closed deals. Ward-level ranges sit in the eight areas foreigners actually live in, where the index and the book disagree in the open.
Your landlord must declare you to the ward police
Your landlord or host declares your stay to the ward police, online through the National Immigration Portal (Ho Chi Minh City, honestly, September 2026). From 28 September 2026 foreigners can hold a Level-2 VNeID account under Decree 320/2026.
Keep the confirmation. You need it for a residence card, for a work permit and for converting a driving licence. If your landlord skips the filing, the cost lands on you as a blocked file, not a fine. Read Vietnam visa options before you sign for twelve months, because your permit sets how long you can stay.
Two scams, and the defence for each
The fake listing that takes a bank transfer. A flat is advertised under the market. Someone asks for a deposit by transfer to hold it, and it is not theirs to let (gov.uk travel advice and portal practice, read 8 September 2026). The defence: never pay for a unit you have not stood inside. Hand the holding deposit over in person, against a receipt with the owner's name.
The passport held as a guarantee. Some landlords and rental shops ask to keep your passport for the term. The UK government advises plainly against handing it to anyone (gov.uk travel advice, read 8 September 2026). The defence: refuse, and offer a certified copy. A landlord who needs the original does not need you.
The sublet without the owner's consent is the third. The defence: a bilingual contract, notarised if you need it for a residence card, plus sight of the owner's title.
The flat business rate of 3,500 to 4,000 VND per kWh is not a scam. It is legal, it is in the contract, and over a year it costs more than any deposit difference. Ask for last month's bill, not the rate card.
