Bali vs Chiang Mai: which should you move to?

A comfortable month costs $2,323 in Bali and $1,584 in Chiang Mai. Cost is where the comparison starts, not where it ends.

Anyone self-funding a move should pick Chiang Mai. A comfortable month there costs $1,584 against Bali's $2,323, and the keys cost $1,457 against $16,147 (September 2026). Bali is the right answer for one reader: a foreign employment contract worth US$60,000. They need US$20,000 ready before signing, and no way to leave from February to April. That reader gets a private pool, and no title to the land under it.

Current at 9 September 2026. Dollars at IDR 17,650 and THB 32.9 to US$1, the rates of 8 September 2026.

Bali leads one row of the eight, and it is the air

Rent is $869 of a $739 gap

Bali's rent line sits $869 a month above Chiang Mai's. The whole difference between the two cities is $739. Every other line is cheaper in Bali.

Health insurance$85$91Chiang Mai +$6
Phone and internet$28$33Chiang Mai +$5
Total$2,323$1,584Bali +$739

Both columns are the books' own budget tables. Take rent out and Bali is the cheaper city, by $130 a month. Rent is 61% of Bali's comfortable budget against 34.5% of Chiang Mai's, and the Bali book says the rest of the series runs about a third. The basic tier keeps the shape: a $154 rent gap, cut by $64 of cheaper non-rent lines, net $89.

The line in neither total is the cash at signing. Bali owners want the whole term, or at least half of it (expat.com, November 2025). A two-bedroom in Canggu Padonan asks IDR 265M a year (Bali Home Immo RF7704, read 8 September 2026). The year up front plus a 10–30M security deposit on a yearly let come to about IDR 285M ($16,147) before keys.

Chiang Mai charges two months deposit plus one month advance. On Numbeo's centre one-bedroom at THB 15,982 that is THB 47,946, or $1,457 (Numbeo, 7 September 2026; Perfect Homes, read 10 September 2026). On a one-year Bali villa at IDR 25M a month the ask is IDR 300M ($17,000). That is eleven comfortable Chiang Mai months, paid before you sleep there once, and the first money fact about moving to Bali.

CHECK Thailand capped deposits in 2025, and two law firms read one notification two ways. It is a one-month cap, or three months of deposit and advance combined (The Thaiger, 11 August 2026; Tilleke & Gibbins, read 10 September 2026). Both agree it binds only landlords with three or more units. Most Chiang Mai condo landlords own one.

Now price the season the budget ignores. Nine Chiang Mai months plus three elsewhere at twice its own line come to $23,760, against a straight Bali year at $27,876. The break-even settles it. Chiang Mai plus a three-month escape stays cheaper until that escape costs about $4,540 a month, and nothing in this series costs that except Singapore at $4,910. Cost goes to Chiang Mai, and the rent line settles it alone.

The visa is where this stops being close

The DTV asks you to hold money. It wants THB 500,000 ($15,200) in the bank for three months and no employer of any kind. It gives five years at 180 days per entry (thaiembassy.com, 1 September 2026). The Thai DTV carries the filing rules.

The E33G asks somebody else to employ you. It needs a contract with a company outside Indonesia worth US$60,000 a year or more, plus US$2,000 in the bank across three months. It gives one year, under PP 45/2024 (immigration research file, 8 September 2026). A self-funded person can buy the DTV. Nobody can buy an employment contract.

CHECK Whether a freelancer qualifies for the E33G at all is unsettled (immigration research file, 8 September 2026). The rule requires a salaried relationship, and no published text says whether self-employment satisfies one. Bali, honestly says treat it as unavailable until a lawyer says otherwise in writing.

CHECK Renewal is disputed. Fragomen called the E33G renewable once (fragomen.com, 8 April 2024) and Emerhub calls it non-extendable (emerhub.com, 2026). PP 45/2024 and the directorate's guidance have never been reconciled in public. The Indonesian remote-worker KITAS sets out both readings.

Getting it wrong costs more too. Overstay runs IDR 1,000,000 a day ($57) in Indonesia against THB 500 ($15.20) in Thailand. On 9 September 2026 Bali deported twelve foreigners, eight for overstaying past 60 days (thebalisun.com, 9 September 2026).

Bali wins one part. Both books want a three-month trial, and a C1 tourist visa gives 180 days on US$2,000 held over three months. A Thai visa-free stay is 30 days from 15 September 2026, extendable once by 30 (Royal Gazette, 31 August 2026). The visa goes to Chiang Mai, and not narrowly. The trial is not the decision.

In Bali the scooter licence needs the $60,000 employer

Neither city has rail, and both put you on two wheels inside a month. The fares cancel out: IDR 4,400 ($0.25) on six Bali bus routes against THB 30 ($0.91) on a Chiang Mai songthaew.

The licence does not. A Thai licence costs about THB 1,000 ($30) all-in, gated on a THB 500 ($15.20) residence certificate valid 30 days.

An Indonesian SIM goes only to holders of a KITAS or a KITAP. So the licence needs the KITAS, and the KITAS needs the $60,000 employer. A reader cycling tourist visas has no legal route to a local licence, ever. A car-only International Driving Permit does not cover a 125cc scooter, most of the fleet.

An E33G holder meets the SIM's KITAS condition; the books' "no" names E33 Second Home visit-visa holders, not E33G (Bali, honestly, 8 September 2026). Whether the counter issues one in practice still wants confirming at Satpas.

Chiang Mai Immigration's own residence-certificate form lists a driving licence as an accepted purpose and excludes no visa class, DTV included (chiangmai.immigration.go.th, read 11 September 2026). No rule bars a DTV holder; the counter still decides case by case.

Bali also removes the fallback where you want to live. Banjar taxi co-ops still block app pick-ups in parts of Canggu, Ubud and Uluwatu (thebalisun.com, 26 February 2026). Getting around goes to Chiang Mai, on the licence rather than the fare. Getting around Chiang Mai has the fares in full.

Three and a half times Thailand's own limit, for a season

On 5 April 2026 Chiang Mai, Lamphun and Phayao were declared emergency disaster zones. The index hit 206 and PM2.5 reached 131 µg/m³, and IQAir ranked the city the most polluted in the world for five days running (The Thaiger, 5 April 2026). Thailand's own 24-hour standard is 37.5 µg/m³. The WHO guideline is 15.

It peaked higher and earlier. On 29 March 2026 the city topped the global ranking at PM2.5 of 188 µg/m³ (openthemagazine.com, read 10 September 2026). March 2025 ended the same way, at 144 µg/m³ in Hod. But the annual mean fell, from 26.4 µg/m³ in 2024 to 18.2 in 2025, still 3.6 times the WHO guideline of 5 (iqair.com, read 10 September 2026). Two seasons, two declarations, no fix with a date on it. The best month to arrive in Chiang Mai prices the escape.

Bali's worst season is water. Water reached waist height in Sanur in late February 2026, and flooding hit Canggu, Kuta, Legian, Seminyak, Sanur and Denpasar (The Bali Sun, 25 February 2026). Flooding you can solve with an address. The Bukit sits high and charges a premium for it. You cannot buy your way out of a valley.

CHECK Bali's book claims good air most of the year. The verifiable figure is a national annual average, not a Bali reading. Indonesia's own index uses PM10 rather than PM2.5, and no Bali station publishes an annual PM2.5 mean. An hour-stamped station reading does not survive being checked later.

Air and season go to Bali, by the widest margin on this page. Bali's bad season costs you a ground floor. Chiang Mai's costs you a quarter of the year.

What Bali gives you that nothing else in this series does

IDR 41M ($2,323) buys a one-bedroom villa with a private pool and a cleaner two or three times a week. It also buys warung food, a scooter and a coworking desk (Bali, honestly, September 2026). No other city in the ten does that at the comfortable line. Chiang Mai's luxury band is a tower, not a house with a gate. A luxury one-bedroom runs THB 24,000–38,000 ($730–1,155), and its own book says there is no ultra-luxury tier.

A full-time cleaner costs IDR 1.5–3M a month ($85–170), and most villas already include one. The Chiang Mai budgets have no equivalent line.

The community is deeper, and the listings with it. Bali Home Immo alone carried more than 893 monthly villa listings island-wide (read 8 September 2026). The Berawa co-living runs 76 residents on 500 Mbps from US$1,393 a month. Chiang Mai's answer is two Punspace branches and Hub53, weekdays only.

No month closes the island either. Where foreigners actually live in Bali sorts the eight areas, high ground included.

What Chiang Mai gives you that Bali cannot at any price

A title. A foreigner owns a Chiang Mai condominium freehold, in their own name, inside a building's 49% foreign quota (PropertyScout, read 10 September 2026). There is no minimum price and no approval process. In Indonesia the answer is no at any price. The best available is a Hak Sewa lease of 20 to 30 years. A 25-year lease bought in year one is a 10-year lease by year fifteen, and it prices like one. What a foreigner may own in Bali has the three legal routes.

You also get leverage you can measure. Absorption of 1.6% a month leaves 57 months of unsold Chiang Mai condo stock, up from 47 a year earlier (The Thaiger, 17 July 2026). CHECK No primary release for those numbers was published, and they carry the leverage argument. Bali publishes no vacancy series at all. A Bali discount is agent lore. A Chiang Mai one is arithmetic.

Chiang Mai's cheap column is a life at $778. Bali's at $867 is a kost room or co-living in Kuta or Denpasar, and the Bali book sends anyone under about US$900 a month to Chiang Mai itself. Both books still say rent. Ownership goes to Chiang Mai outright, and it decides only for the reader who will not rent.

The pair carries what this page will not. It has 25 named Chiang Mai buildings with their rents and meters, and eight Bali neighbourhood profiles with a rent band each. Both books are sold together.

Pick Bali if you can name the contract, Chiang Mai if you can name the month

Pick Bali if:

  • A company outside Indonesia employs you on a contract worth US$60,000 or more, and a lawyer confirms your eligibility in writing
  • You can put US$20,000 on a table before you hold keys
  • February to April is fixed — a school year, a partner's job, a team that needs you at one address
  • You want an outdoor life with a pool and a cleaner, and accept renting forever

Pick Chiang Mai if:

  • You are self-funding on under $1,200 a month
  • You hold THB 500,000 ($15,200) and no employer to name on a visa form
  • You can leave every February, March and April, and will book it in November
  • You have $1,457 for the move-in and not $16,147
  • You want the title in your own name, inside the 49% quota

Most readers should pick Chiang Mai

It wins cost, the visa, getting around and ownership. It runs $739 a month cheaper, and about $14,700 cheaper through the door in year one. Priced with a yearly three-month escape it is still cheaper. Moving to Chiang Mai is the cheapest comfortable month of the ten, and the sampler calls it the best value in the series.

One reader should pick Bali instead. Someone on a US$60,000 foreign employment contract, with US$20,000 ready before keys, who cannot leave for three months a year and wants to live outdoors. That reader fails Chiang Mai's only real test and passes both of Bali's. Choose Bali only if you accept renting forever. Choose Chiang Mai only if February to April is a season you can leave.

Some readers should pick neither, and they should look at Bangkok. If you need a private hospital within twenty minutes and will not ride a scooter, both cities fail you twice over. The Bali book says so itself. Sanur got its hospital in 2025, Sanur is an hour from Canggu in traffic, and Bangkok is in a different league on this.

Moving to Bangkok costs less than Bali, at $2,180 comfortable. The BTS alone runs 62 stations over 70 km, carrying 900,000 riders a day. The DTV is the same visa, and a foreigner owns a condominium freehold. The catch is Bangkok's own air, January to March. A freelancer with no contract and a family needing space should weigh Kuala Lumpur too, at $1,111–1,605 comfortable.

What this page does not cover

  • 25 named Chiang Mai buildings in three bands. Each carries a 1BR rent, a 2BR rent, a price per square metre and its own PEA meter
  • The eight Bali neighbourhood profiles and the seven area rent medians, from Canggu at IDR 36.75M ($2,082) down to Ubud at IDR 27.8M ($1,575)
  • The four-step Bali contract sequence, and the six documents the Chiang Mai licence counter wants, in order
  • Both month-by-month year tables, and the three ranked answers to the burning season

Both guides — Bali, honestly and Chiang Mai, honestly — are $58 bought separately and $49 together. See what's inside

The year Bali wants at signing decides most of this, and renting a villa in Bali works it on real listings. What a month in Chiang Mai costs is the baseline you would be escaping from. Still choosing? Compare all ten cities on rent, visas and air.
