Bali vs Phuket: which should you move to?

A comfortable month costs $2,323 in Bali and $2,470 in Phuket. Cost is where the comparison starts, not where it ends.

Pick Phuket if you are self-employed: Bali's remote-work visa needs a job contract you don't have. Phuket costs $147 a month more at the comfortable tier, $2,470 against $2,323 (September 2026). That buys a five-year term instead of a one-year one. It also buys a deed in your own name and about $14,000 less cash on the day you take keys.

Current at 9 September 2026. Dollars at IDR 17,650 and THB 32.9 to US$1, the rates of 8 September 2026.

English usability has a city reading too: EF EPI 2025 scores Denpasar 477 and Phuket 431, each above its national average (EF EPI 2025, ef.com, read 11 September 2026).

Bali's one-bedroom spread is four-fold, $385 in Denpasar to $1,609 in Canggu. Neighbourhood explains most of it, Denpasar cheaper and local, Canggu the foreigner market. Contract term matters, inside Canggu: Bali Home Immo's listings run $710 a month yearly against $1,609 monthly (Bali Home Immo, read 11 September 2026).

Three lines carry the gap, and the biggest number is in neither total

TotalIDR 41M = $2,323THB 81,200 = $2,470+$147

Three lines move more than the $147 total — rent, food, transport — and rent alone is 61% of Bali's comfortable budget against Phuket's 43%.

The basic tier reverses this: rent is a $2 dead heat, but transport (+$69), food (+$47) and health insurance (+$36) make 85% of the $178 gap. Phuket costs more to be poor in, not because of the roof.

Both health insurance lines are estimates. No insurer publishes an age-banded premium table for either island (Pacific Cross Thailand, read 11 September 2026). At $67 of the comfortable gap and $36 of the basic, it's the softest row in both.

That $14,000 gap sits in neither monthly total and is the largest single figure here. Cost is Bali's axis, and Bali wins it — the real counterweight is liquidity, not price. See what a Bali month costs, line by line.

The visa is where this stops being close

The DTV's savings test costs $61 a year of stay: THB 500,000 ($15,200) held three months, a THB 10,000 ($304) fee. You keep the money (tdac.info, read 10 September 2026). The E33G's job test costs $397 a year, 6.5 times as much, under PP 45/2024 (immigration.md, 8 September 2026).

Anyone with savings passes a balance test. Nobody without an employer passes a job test. Read the Indonesian remote-worker KITAS rules beside the Thai DTV rules.

CHECK Whether a freelancer qualifies for the E33G is unsettled. Emerhub (read 10 September 2026) says some agencies file on client contracts; others insist on a formal job. Bali, honestly says treat the route as unavailable until a lawyer says otherwise.

CHECK Whether the E33G renews has three live answers, not two. Fragomen (8 April 2024) says renewable once. Emerhub (read 10 September 2026) says one year, no extension. A third answer puts it at one year at a time, six years total (visa-indonesia.com, 7 July 2026). Immigration has published no rule, so agencies read PP 45/2024 differently.

The visa exemption also just tightened, 60 days to 30, for 60 countries including the US, UK, Canada, Australia and all 27 EU states. It takes effect 15 September 2026 (Royal Gazette, 31 August 2026).

The twice-a-year exempt-entry cap applies to land crossings only; air arrivals are uncapped (Ministry of Interior, Royal Gazette, 31 August 2026; TAT News, 1 September 2026).

The 31 August 2026 DTV tightening has no central Thai instrument. The Royal Thai Embassy Paris notice of 28 August 2026 is images only, and that day's Royal Gazette text was the visa-exemption change, not this one. Since 31 August 2026 the DTV must be filed in the applicant's country of nationality or residence, plus a criminal-record check (immigration.md, 8 September 2026). Paris also wants €15,000 a month across the last three months, not three years (thaiembassy.fr, 28 August 2026).

Bali's enforcement is real: the Bali Sun logged twelve deportations on 9 September 2026, four blacklisted and eight for overstays beyond 60 days.

Bali's buses are twelve times cheaper and stop before dinner

Bali's flat fare, IDR 4,400 ($0.25), is twelve times cheaper than Phuket's THB 100 ($3.04) — but Bali's last bus leaves by 19:00 against Phuket's 23:30.

Every unit price favours Bali: a scooter runs IDR 800,000–1.5M ($45–85) a month against THB 4,000–5,000 ($122–152). A 3 km ride-hail is $0.68–1.02 against $3.04–4.56.

Grab and Bolt work island-wide on Phuket, and Grab may collect at the airport. Bali's banjar taxi co-operatives still refuse app pick-ups in Canggu, Ubud and Uluwatu, under village quotas agreed in February 2026. Bali's gate is the permit itself: a SIM goes only to KITAS or KITAP holders.

CHECK The licence answer is contested both ways. Phuket's Thalang office reportedly accepts a DTV plus residence certificate, unconfirmed. Bali's own sheet says an E33G holder can't get a SIM. But the E33G is itself a KITAS, so it contradicts the Jakarta sheet (house research, 8 September 2026).

CHECK Neither rail promise is worth planning around. Phuket's light rail, studied since 2015, was promised for December 2031 (nationthailand.com, 29 April 2024), called flawed in January 2026 (bangkokpost.com, 9 January 2026), nothing funded. Bali's US$20bn rail broke ground September 2024, stopped by 11 February 2026; its replacement, a 12 km tram announced 2 September 2026, has no disclosed budget.

Phuket alone has real walking — Phuket Town and Patong on foot, against Bali's Sanur promenade and Seminyak beach path. See getting around Phuket without a car.

Same instrument, same minute: 79 against 126

Read at the same minute, 19:08 on 10 September 2026. Six of Bali's nine stations sat at or above Phuket's worst. Most Phuket stations read between 25 and 44.

CHECK That simultaneous read is the strongest air figure available: neither island publishes a yearly series. Bali moved about 70 AQI points in one day — Tabanan 159 and Ubud 152 that morning, 85 and 126 by evening. Indonesia's ISPU computes from PM10, not PM2.5, so the two don't convert. No index has a yearly PM2.5 figure for Phuket either.

The two fail their seasons differently. Phuket's median asking rent rose from THB 30,000 in January to THB 40,000 in April 2026; the underlying six-month rise, to THB 35,000, was closer to 20%. Its water is pressure-rotated then too.

Bali's rent holds steady, but its ground doesn't: water passed one metre through Kuta, Legian, Seminyak and Sanur in late February 2026. Phuket is wetter overall at 2,271.5 mm yearly, yet genuinely dry in February at 24.0 mm.

CHECK The Phuket season discount is two different measurements sold as one: agents quote 20–40% off a yearly deal in low season, unpublished. BAANLYY (7 July 2026) instead puts high-season rates 40–100% above low-season ones. Not the same claim.

Its rent penalty is a month you choose; Bali's smoke months are not. Read when to arrive on Phuket.

What Bali gives you that Phuket does not sell

The comfortable budget buys a different object in each place. Bali's is a villa with a private pool and a cleaner (IDR 1.5–3M a month, $85–170, often already included). Phuket's is a new condominium in Bang Tao or Rawai, shared pool, no cleaner.

Power is a third cheaper and has not moved in four years. PLN charges IDR 1,444.70 per kWh ($0.082), against Thailand's regulator-held rate of THB 3.95 ($0.12) through December 2026, when that cap expires.

Some Bali villa owners re-bill power at IDR 2,000–3,000/kWh ($0.113–0.170), a 38–108% markup over the standard 1,300/2,200 VA tariff (Kompas, 8 September 2026). At IDR 2,500 that's about IDR 17.5M a year, near $991. Ask at every viewing who bills electricity, and at what rate.

A warung lunch is $2.83 against a Phuket sit-down lunch at $4.56, cinema $3.68 against $7.75. Bali also has a cheaper second city — Denpasar runs 20–35% below island prices, warung lunch $1.84 — and Phuket has no matching floor.

Canggu and Ubud hold the deepest concentration of remote workers in Southeast Asia, a hot desk about $198–200 a month. Indonesia also beats Thailand for English, 36 places nationally and 46 points city to city (EF EPI 2025). See how a Bali villa lease works.

What Phuket lets you do that Bali forbids at any price

You can own the flat outright — the deed above, in your own name. The money simply arrives from abroad, in foreign currency.

Indonesia has no match for it. Hak Milik is closed outright. Hak Sewa is a clock: a 25-year lease bought in year one is only a 10-year lease by year fifteen. Hak Pakai needs a KITAS plus a floor price quoted at IDR 5bn ($283,000) for a landed house.

CHECK That Hak Pakai floor comes from Kepmen ATR/BPN 1241/2022, unverified for 2026 (city-bali.md, 8 September 2026). The PT PMA route has two versions: Bali Exception (9 April 2026) gives US$700,000 planned, US$250,000 paid. The rupiah rule — IDR 10bn and IDR 2.5bn — is $567,000 and $142,000 at the site's rate. Agency pages convert at older rates without saying so.

Medicine and the airport favour Phuket too. Bangkok Hospital sits in Phuket Town, and Bumrungrad is building a THB 4.3bn ($131M) hospital for 2027. HKT airport is 30–40 minutes from Bang Tao; BISP, UWC and HeadStart schools sit along the west coast. Bali's Sanur hospital, opened 2025, sits an hour from Canggu; Ubud is an hour from the airport, Uluwatu 40 to 60 minutes.

CHECK Bali's traffic has no index: Bali, honestly says three kilometres can take thirty minutes at peak. Bali Discovery (22 June 2026) says a five-kilometre run once ten minutes now takes an hour. Both are observation, not measurement.

Phuket is also a buyer's market, not a seller's — see buying a Phuket condominium rather than a villa. Launches fell 74.3% and sales 70% in H1 2025, leaving 1,908 unsold villas worth THB 73.73bn ($2.24bn) (REIC, 2 October 2025).

CHECK The unsold-stock counts differ: REIC's 1,908 unsold villas against 2,614 of 6,563 villa units (edgeprop.sg, 4 June 2026), and 10,159 unsold units in May 2025 against 40,600 listed today. Rawai alone needs 244 months against 77 for Bang Tao and Surin (2 October 2025). No vacancy series exists for either island.

CHECK Phuket rents by area depend who's counting: Bang Tao is THB 30,000–60,000 on portals (8 September 2026) against THB 22,000–45,000 from BAANLYY (7 July 2026). Rawai is the widest gap, THB 25,000–42,000 against THB 14,000–25,000. Portals quote September asks, trackers signed leases.

Pick Bali if, and pick Phuket if

Pick Bali if all four of these are you.

  • A foreign employer pays you US$60,000 a year or more, so you pass the E33G test's first line
  • You'll rent indefinitely, with no intention of ever owning
  • You can wire about $17,000 before keys — $16,147 was one real Canggu listing
  • You want a one-bedroom villa with a private pool and a cleaner at $2,323 — no other city here offers that

Pick Phuket if any of these is you.

  • You're a freelancer, sole trader or company director, so the E33G's job test has no line you can fill in
  • You want the deed in your own name, inside the 49% foreign quota, with no approval process
  • You have about $3,190 of moving cash rather than $17,000
  • You need a private hospital, an international school and an airport within 40 minutes of the beach

The two books print that ladder address by address: about twelve named Bali properties and 25 named Phuket buildings.

Most readers should pick Phuket, and some should pick neither

Most readers should pick Phuket. The extra cost is small, and a self-employed reader cannot pass Bali's job-based visa at any price. Moving to Phuket is the answer.

One reader should pick Bali instead — the profile above — and for them moving to Bali is the better island.

Some readers should pick neither. Bangkok ($970/$2,180) undercuts both islands and suits anyone who won't ride a scooter or might resell — its cost is January–March air. Under $900–1,200, Chiang Mai ($778/$1,584) buys a real flat if you can leave February–April. For the pool with a cleaner legal status, weigh Koh Samui ($866/$2,359) first.

  • Eight Bali neighbourhood entries and eight Phuket ones, each with its rent range, its honest drawback and its airport time

  • Bali's four-step rental document sequence, the three ownership routes with the end-of-term arithmetic, and the four conditions under which buying is defensible
