Edition 9 September 2026
Pattaya vs Hua Hin: which should you move to?
A comfortable month costs $1,888 in Pattaya and $1,812 in Hua Hin. Cost is where the comparison starts, not where it ends.
Pick Pattaya if you are over 50, intend to rent, and would rather not own a car. Hua Hin is cheaper at the comfortable level — $1,812 a month against $1,888, a gap of $76 (both books, 9 September 2026). A Hua Hin car costs THB 12,000–18,000 a month ($365–547) with cover, before fuel — 4.8 to 7.2 times that saving.
Current at 9 September 2026. Dollars at THB 32.9 to US$1, the rate of 8 September 2026.
Side by side, with the date every figure was read
| What you are comparing | Pattaya | Hua Hin |
|---|---|---|
| Comfortable month | THB 62,100 = $1,888, rent included (Pattaya, honestly, 9 September 2026) | THB 59,600 = $1,812 (Hua Hin, honestly, 9 September 2026) — $76 cheaper, 4.0% |
| Basic month | THB 30,400 = $924: an older studio in Nong Prue (9 September 2026) | THB 30,950 = $941: an older one-bedroom in a town soi, or a flat in Cha-Am (9 September 2026) — $17 dearer, so the direction flips |
| A one-bedroom | THB 10,000–16,000 ($304–486) on a genuine twelve-month Jomtien deal (superagent.co, updated 22 June 2026), against a portal average of THB 21,878 across 3,416 live listings (propertyscout.co.th, read 9 September 2026) | THB 15,000–22,000 ($456–669) for a modern one-bedroom in town or Nong Kae, from THB 8,500 ($258) basic to THB 25,000–35,000 ($760–1,064) beachfront (live listings, 9 September 2026) |
| The visa you would use | Retirement extension, one year, renewed each year. Age 50 or over, THB 800,000 ($24,316) seasoned two months, or THB 65,000 a month. Form TM.7 at THB 1,900 (thailawonline.com, revised 5 September 2026) | Same rule, same form, same fee. One year, renewed each year, and no multi-year version exists in either town |
| Public transport | A steady baht-bus loop: THB 15 ($0.46) for a central hop, THB 20 ($0.61) to Jomtien or Naklua, fares set 10 April 2026 (thepattayanews.com, 10 April 2026) | One green songthaew route, 12.5 km, THB 15 a leg, running 06:00–21:00 on weekdays (thailandawaits.com, revised 2 June 2026) |
| Air | Clean. Annual mean PM2.5 of 20.9 µg/m³; AQI 11 across 10 stations (iqair.com, 9 September 2026) | Clean. Annual mean PM2.5 of 21.0 µg/m³; AQI 22 across 11 stations (iqair.com, 9 September 2026). A dead heat |
| English usability | Four private hospitals work in English. The public option at Banglamung works in Thai, so take a translator. France counted 1,965 nationals here in October 2025 (French Embassy data, published 2 December 2025) | Bangkok Hospital Hua Hin runs German- and French-speaking patient coordinators. France counted 800 nationals here in October 2025, up 2.96% |
| What a foreigner may own | A condominium unit freehold, in your own name, inside a 49% cap per building. No land. In the best North Pattaya towers that quota is often nearly exhausted (thethaiger.com, 21 August 2026) | The same national law. Local lawyers take the quota position in writing from the juristic person before contract (gam-legalalliance.com, modified 9 January 2026) |
The whole comfortable gap is one rent band and one grocery basket
Both books use the same budget lines.
| Line | Pattaya | Hua Hin | Gap |
|---|---|---|---|
| Rent | THB 22,000 | THB 20,000 | THB 2,000 = $61 — 80% of the gap |
| Food and groceries | THB 15,000 | THB 14,000 | THB 1,000 = $30 |
| Utilities | THB 3,000 | THB 3,300 | Hua Hin dearer by THB 300 |
| Phone and internet | THB 1,100 | THB 1,300 | Hua Hin dearer by THB 200 |
| Transport | THB 6,000 | THB 6,000 | THB 0 |
| Health insurance | THB 6,000 | THB 6,000 | THB 0 |
| Leisure, and Hua Hin's includes golf | THB 9,000 | THB 9,000 | THB 0 |
Rent and groceries alone exceed the whole gap — the entire comfortable-tier difference.
At the basic tier, food runs THB 8,000 in Pattaya against THB 9,500 in Hua Hin. Rent runs the other way, THB 11,000 against THB 10,000.
At the luxury tier rent is the same at THB 60,000; Hua Hin is $186 dearer on golf alone. Two rounds a week runs THB 8,000–12,000 at Palm Hills against THB 28,000 and up at Black Mountain.
CHECK Three sources give three answers on which town is cheaper. The house budgets make Pattaya $17 cheaper at basic and Hua Hin $76 cheaper at comfortable (both books, 9 September 2026). Numbeo makes Hua Hin 4.5% cheaper including rent, restaurants 19.5% lower, groceries 2.5% higher (read 10 September 2026). The free sampler says flatly that Pattaya is cheaper. They differ because the direction depends on the row, and because Numbeo blends 26 Hua Hin contributors against 49 Pattaya ones.
Cost goes to Hua Hin, $912 a year. But Pattaya wins the floor, inside one rent band, so cost should not decide between these two. Full lines: what a Hua Hin month actually costs.
The visa rule is the same, so the counter decides it
Both towns run the same route: a one-year retirement extension for anyone 50 or over, renewed each year. Show THB 800,000, seasoned two months and held three months after, never below THB 400,000, or THB 65,000 a month from abroad. Form TM.7 costs THB 1,900. The Thai retirement extension sets it nationally; no longer version exists.
Buy a re-entry permit before leaving or the extension dies — THB 1,000 single, THB 3,800 multiple. A Non-O carries no insurance rule. A Non-O-A, issued abroad, demands cover of at least THB 3,000,000 or US$100,000, in force since 1 October 2022 (Royal Thai Police Order 654/2564; thailawonline.com, revised 5 September 2026).
Under 50, both towns route through the DTV: five years, 180 days an entry, THB 500,000 seasoned three months, no Thai employer or client (both books, 9 September 2026). Stay past 180 days in a year and Thailand counts you tax-resident.
Two counters against one set the towns apart. Hua Hin keeps the annual extension at Thap Tai, plus a Bluport mall branch since July 2025 (3rd floor, weekdays 11:00–17:00) for 90-day reports, re-entry permits, 30-day tourist extensions and TM30 filings. Pattaya has only Jomtien Soi 5 — no published queue standard, appointment promise or daily cap, and long queues by report.
A 2025 rumour said the embassy income affidavit would stop counting in 2026, leaving only the THB 800,000 deposit. It has not: thailawonline.com still lists all three routes — THB 800,000, THB 65,000 a month, or a mix totalling THB 800,000 — as current (updated 5 September 2026). The real change is narrower: the US, UK and Australian embassies stopped issuing income letters entirely, so only their nationals lose the affidavit route.
Pattaya takes the under-50 half of this axis, on the licence rather than the visa. Chonburi's rule, from 17 July 2025, lets DTV and tourist-visa holders get two-year licences in Bang Lamung and Rayong. Prachuap Khiri Khan has published nothing.
Pattaya has a transport system and Hua Hin has one route
Pattaya's baht buses run Beach Road south and Second Road north, with branches to Jomtien and Naklua. Grab runs THB 80–150 in the centre. Three planned monorail lines remain unbuilt.
Hua Hin's songthaew runs Khao Takiab to Nong Kae along Phetkasem Road every 15 minutes, 06:00–21:00 weekdays, to 22:00 weekends. Grab covers the core at THB 60–80. Tuk-tuks are unmetered and pricey.
CHECK The songthaew fare reads three ways: THB 15 a leg (thailandawaits.com, revised 2 June 2026), or a flat THB 10–20 (baanlyy.com, 7 July 2026). Wikivoyage gives a flat THB 10 (read 10 September 2026). The sources differ on whether the route is priced per leg or flat. Carry small notes.
The sharper figure is the airport, from the same origin: THB 130 a seat to Pattaya, 150 km, 2–3 hours (bangkokpattayabus.com, read 10 September 2026). Hua Hin is THB 478, 195–200 km, about four hours — 3.7 times the fare and an hour further.
Hua Hin's counter is real: a double-tracked railway with a raised station opened 11 December 2023. Nine daily services run to Krung Thep Aphiwat from THB 44, with a 14:36 train reaching 18:05. Neither town gets rail transit this decade. Getting around Pattaya without a car has the detail.
The air is a tie and the season is about water
Annual mean PM2.5 is 20.9 in Pattaya against 21.0 in Hua Hin, both dipping in November and December. The sampler prints both as clean; neither town has a burning season.
IQAir's live reading swings hour to hour: Pattaya ran AQI 11 to 62 and Hua Hin 22 to 29 across three days in September 2026 (iqair.com, 9–11 September 2026). Only the annual mean and the station count are stable enough to compare.
The season decides instead. Pattaya's water arrives: roads flood 10–50 cm after heavy rain. July 2026 flooding shut major roads, and the city dredged a Jomtien drain holding 90 cm of silt in a 2 m pipe. Worst hit: Khao Talo and Khao Noi.
Hua Hin's water does not arrive: annual rainfall is 997 mm, and February brings 13 mm. In May 2026 seven Prachuap Khiri Khan districts were declared drought disaster zones — 18 sub-districts, 159 villages, over 68,000 people, 34,700 households, 543 million litres trucked in.
A dry April is a question for a landlord; a flooded soi is a fact about the soi. This is the closest of the four axes, and it goes to Hua Hin on the season. When to arrive in Hua Hin has the month table.
What Pattaya has that Hua Hin cannot buy at any budget
Living without a car is Pattaya's biggest edge: a steady loop against Hua Hin's one route, which stops at 21:00.
Medical breadth follows: four private hospitals plus two more 30–40 minutes north, with bed counts on record. Bangkok Hospital Pattaya 300, Jomtien 232 with 24-hour trauma, Pattaya Memorial 100, Pattaya International 80, Phyathai Sriracha 220 with oncology, Samitivej Sriracha 150. Hua Hin has two private hospitals, neither publishing a bed count.
CHECK Pattaya's bed counts and price bands come from a listings site, and no international accreditation was confirmed for any Pattaya hospital (pattayaknowledge.com, 4 February 2026). Hua Hin's accreditation is confirmed and its bed counts are not. These are two kinds of fact, and they should not be compared as one.
About 42,000 unsold condominium units sit on the Eastern Seaboard, near two years of supply (CBRE via kitalent.com, May 2026). Pattaya launched 6,997 units across nine projects worth THB 21.2bn in one half-year against a Colliers ceiling of 4,000 a year. Hotel occupancy ran 30–40% against a 60–70% norm. Hua Hin has no vacancy series, and asking prices rise 3–7% a year.
CHECK Pattaya's resale discount is the most useful number in either book and the weakest sourced. One agency puts resales at 5–15% below the starting off-plan price over 8–18 months, citing only unlinked reports (varsoviaestate.com, 2026). Better-sourced fragments say resale condominiums close about 6% below asking (nestopa.com, 16 June 2026). The base differs: off-plan price against current asking price. Rent for a year first, as buying a Pattaya condominium sets out.
Both books print the numbers address by address: 34 named Pattaya buildings and 46 named Hua Hin buildings and estates. Each carries a one-bedroom rent, a two-bedroom rent and a sale price per square metre.
What Hua Hin has that Pattaya cannot match
The accredited hospital is ten minutes away: Bangkok Hospital Hua Hin, JCI-accredited since 1 March 2024, with 30-plus specialist units. Building B, done early 2026, added 50 inpatient rooms, a Heart Centre and a Gastrointestinal Centre (bangkokhospital.com, revised 13 November 2025). A visit runs THB 800–1,500; San Paulo, founded 1997, is the second private hospital, about 60 beds.
Noise and height are enforced rather than promised. A 1997 coastal rule, measured from the high-tide mark, caps buildings at 6 m within 50 m of shore. Limits then rise to 12 m out to 200 m, 16 m out to 400 m, and 23 m beyond — why the shoreline runs four to seven storeys. Bars shut at 02:00; Prachuap Khiri Khan isn't licensed for 4 a.m. closing (Ministerial Regulation No. 3 of 2023). On the same Jomtien beach road, a 56-storey tower and two 49-storey towers rise.
CHECK No Prachuap Khiri Khan or Phetchaburi rule number could be confirmed for the height ladder (gam-legalalliance.com, modified 9 January 2026). One agent page asserts the limits apply along this coast without citing the law. Treat it as the national rule plainly in force, never as a local text. No source shows any palace-proximity limit or nightlife ban.
Golf is priced, not promised: twelve championship courses (tatnews.org, 5 August 2026). Royal Hua Hin, commissioned for King Rama VI in 1922 and opened in 1924, is Thailand's first course. Black Mountain has been a Golf Digest top-100 pick every year since 2012. Green fees to 30 September 2026 run THB 1,000 at Palm Hills to THB 2,500 at Black Mountain.
CHECK Pattaya's region holds roughly 32 courses and one trade source calls it Thailand's top golf hub (asiagolfjourney.com, 18 July 2026), against twelve here. Hua Hin's strongest claims are oldest, and densest for a town this size.
Licensed assisted living exists here and is absent from the Pattaya record. Senior Residences by Dhevan Dara and Sunshine International Retirement Residence both run. Prosana is described as the town's first licensed retirement home — rare in Thailand. Where people actually live in Hua Hin has the areas.
Pick Pattaya if, and pick Hua Hin if
Pick Pattaya if any of these is you.
- You will not own a car, and THB 15 to THB 20 a ride has to cover your week
- You fly home twice a year or more, and THB 130 against THB 478 to Suvarnabhumi compounds
- You want four private hospitals with published bed counts inside the city
- You intend to rent for a year and bargain against 42,000 unsold units
Pick Hua Hin if all of these are you.
- Someone in the household has a cardiac or gastrointestinal diagnosis, and JCI accreditation is the point
- You will keep a car, and THB 12,000–18,000 a month ($365–547) for one is already in your budget
- You want a shoreline capped at four to seven storeys and bars that shut at 02:00
- You play golf twice a week, and THB 8,000–12,000 a month at Palm Hills reads as good value
Most readers should pick Pattaya, and some should pick neither
Pattaya's catch is that you rent; Hua Hin's is that you drive. That car costs THB 12,000–18,000 a month ($365–547) — 4.8 to 7.2 times Hua Hin's saving. So moving to Pattaya is the answer for most readers, not because it is nicer.
One reader should still pick Hua Hin: a retired couple who did a year in Jomtien or Patong. They will keep the car, and have a cardiac or gastrointestinal diagnosis in the household. For them, the JCI mark and Building B are reason enough. Moving to Hua Hin is right.
Anyone under 50 should pick neither, and the remote worker on a DTV most of all — both books rule themselves out. The answer is Bangkok at $2,180 comfortable. That $292 more than Pattaya buys 62 BTS stations across 70 km carrying about 900,000 riders a day, plus four MRT lines and the Airport Rail Link. Bangkok air is bad January to March, and on that point the sampler sends a reader with asthma to Hua Hin instead.
What this page does not cover
- The three-band housing tables: 34 named Pattaya buildings and 46 named Hua Hin buildings and estates, each with a one-bedroom rent, a two-bedroom rent and a sale price per square metre
- Pattaya's six named neighbourhoods and Hua Hin's seven, each with its own band, who lives there and its honest drawback
- The retirement-extension document sequence in order, with the Jomtien Soi 5 address and both Hua Hin offices, plus the Bluport branch and its four allowed filings
- Hua Hin's golf rate card: eight named courses with green fees to 30 September 2026, the required caddy, the cart and the Palm Hills member ladder
- Both books' 12-item grocery baskets, and the three monthly budgets at seven lines each
Both guides — Pattaya, honestly and Hua Hin, honestly — cost $58 alone or $49 as a pair. See what's inside
