Pattaya public transport
You do not need a vehicle in central Pattaya. Baht buses run a continuous loop for THB 15 to 20 a ride ($0.46–0.61), the fare set on 10 April 2026. Live inland or south of Jomtien and that changes. No baht bus reaches East Pattaya. There a scooter or a car stops being a choice.

Baht buses are the system, and no rail is coming this decade
Blue pick-up trucks run a fixed loop. That is the network. No metro, no tram, no city bus map.
Three monorail lines are planned. The environmental study was still being redone on 13 August 2026. A revised report is due near January 2027. No cost, no funder and no opening date was given (The Pattaya News, 13 August 2026).
The high-speed line to U-Tapao is worse off. It is eight years late, with a THB 21.8bn question over it ($663M). A contract-termination review landed on 15 July 2026. CHECK The outcome could not be established as of 10 September 2026. So this page gives no opening date.
Nothing is being built. Anyone moving to Pattaya should pick a home as if rail never arrives.

Baht buses run south down Beach Road and north up Second Road. Branches serve Jomtien and Naklua. There is no timetable and no marked stop. You wave, you climb in the back, you press the buzzer.
No operator publishes hours or a route map. CHECK Late rides exist, but no source names a last departure.
One rule decides whether this city is cheap. Never ask the fare before you board. Asking turns the ride into a private charter, and you will be quoted THB 100 ($3.04) or more. The driver is within his rights. Pay THB 15 or 20 at his window as you step off. Late-night overcharging of foreigners is the most-reported transport complaint in town.
Grab and Bolt price the trips the loop misses
Bolt usually runs 10 to 20% under Grab on the same route. Open both apps.
Numbeo's readers price the same trips far higher. They report a taxi start of THB 45 ($1.37) and THB 37 the kilometre ($1.12), from 582 entries updated 9 September 2026. That makes 3 km cost THB 156 and 10 km cost THB 415 ($4.74 and $12.62). CHECK Those are street quotes, not app fares. That gap is the case for using an app.
Metered taxis exist, and the meter is often ignored. Grab wins because the price is fixed before the car moves.
Motorbike taxis are the highest-risk way to travel here. Agree the fare first.
The coach to Bangkok is the one thing Pattaya does better than Phuket. It runs hourly from about 05:00 to 22:00, at THB 148 to Ekkamai ($4.50) (bangkokpattayabus.com, read 8 September 2026).
You need a Thai licence, and insurance is the reason
A foreign licence alone is not valid for non-ASEAN nationals. Thailand accepts an International Driving Permit under the 1949 Geneva and 1968 Vienna conventions. Practical validity is about 90 days from entry. Insurers often cut that to 60.
Your IDP must carry the motorcycle category. A car-only IDP leaves you unlicensed on a scooter, to police and insurers both.
Chonburi is well documented and unusually favourable. A July 2025 provincial rule lists DTV and tourist-visa holders as eligible for two-year licences only. Holders of the Thai retirement extension are in the strongest position of anyone. They file 90-day reports and hold a TM30. So they can get the residence certificate the transport department wants. It costs THB 200 ($6.08) and takes one to two weeks.
One date bites. From 15 September 2026 the 30-day visa exemption removes the last route for an exempt entrant to get that certificate. Fix your status first. The rules on converting a foreign licence apply across Thailand, but the province you apply in changes the answer.
Fees are small. A first licence is a two-year temporary one, at THB 205 for a car ($6.23) and THB 105 for a motorcycle ($3.19). Renewal runs five years, at THB 505 and THB 255 ($15.35 and $7.75). CHECK That fee list was not re-checked for 2026.
No Pattaya or Chonburi figures for unlicensed-driving arrests exist. Phuket publishes them. This city does not. CHECK So nobody can tell you your odds of being stopped.
National fines are low anyway. No helmet is THB 2,000 a person ($60.79). No licence is THB 500–1,000 ($15.20–30.40), with the bike impounded.
The fine is not the risk. The insurance is.
A rental scooter carries compulsory cover and nothing more. No insurer covers damage to the rental scooter itself. Travel policies exclude riding without a motorcycle licence.
A bad afternoon on a rented bike is paid in cash, by you.

What wheels cost you a month
THB 3,500 ($106) on baht buses and the odd Grab. THB 6,000 ($182) on a scooter plus app rides. THB 20,000 ($608) once you run a car. Single-person budget lines, September 2026.
A rental scooter is THB 200–350 a day ($6.08–10.64), or THB 1,200–2,200 a week ($36.50–66.90). CHECK No verified monthly scooter rate for Pattaya exists, so none is printed here. Film the bike before you ride it.
Fuel on 2 September 2026 was Gasohol 95 at THB 38.29 a litre ($1.16) (Nation Thailand). Numbeo's Pattaya readers report THB 49.19 ($1.50), updated 9 September 2026. CHECK They measure different products. Numbeo's is premium-octane.
Mall parking is free and there are no tolls.
Walking works on three strips and nowhere else
Daytime walking is poor. Keep midday walks under fifteen minutes. Beach Road from 17:00 to 22:00 is the pleasant one.
Two more strips really are walkable, all day. Jomtien Beach Road is flat and runs six kilometres. The Naklua and Wongamat lanes are quiet and self-contained. Pratumnak Hill is a hill, and the heat makes you feel it. East Pattaya has no baht bus at all. The six areas compared side by side shows what each one costs to rent.

Pattaya appears in no TomTom or INRIX congestion ranking. Numbeo runs one. Its readers put a one-way commute at 21.88 minutes. Motorcycles carry 42.31% of trips, cars 34.62%, and rail 0% (Numbeo, updated 2 June 2025, 26 contributors). CHECK That is 26 people and a reading fifteen months old.
