Getting a Thai driver's license
Your international permit covers you briefly. Your insurer asks for the Thai licence. A first licence costs THB 205 for a car and THB 105 for a bike. It runs two years, then renews to five. Anyone with a residence certificate can apply. From 15 September 2026, though, a shorter visa-free stay closes off the easiest way to get one.
Current at 9 September 2026. Dollars at THB 32.9 to US$1, the rate of 8 September 2026.
A first licence lasts two years, and renewal gives five
A foreign licence alone is not valid here unless you hold an ASEAN passport. Everyone else needs an International Driving Permit. Thailand is party to both conventions. It joined the 1949 Geneva treaty on 15 August 1962, and the 1968 Vienna treaty on 1 May 2020 (UN Treaty Collection, ch. XI-B-1 and XI-B-19, read 11 September 2026).
How long that IDP covers you is genuinely unsettled. One 2026 source says about 90 days from entry, with insurers pushing 60. A sister file from the same research round says one year for the same country. Two more web sources land at six months and one year. CHECK Plan around the shortest number.
The permit's class is the trap, not its age. A car-only IDP does not cover a 125cc scooter. Ride one anyway. Police and insurers treat it as no licence at all. It is Phuket's most common licence failure. A Malaysian or digital licence still needs a physical card at the roadside.
Get the Thai licence and the ladder is fixed. The first grant is a two-year licence. Renew up to three months early. Watch a one-hour online video, skip the retest, and get five years. Some offices used to demand a second two-year term first (tdl-service.com, 1 March 2026). Car and motorcycle licences are separate forms.
The published fees are fixed; the certificate behind them is not
| Licence | THB | USD |
|---|---|---|
| Car, first licence, 2 years | 205 | $6.23 |
| Motorcycle, first licence, 2 years | 105 | $3.19 |
| Car, on renewal, 5 years | 505 | $15.35 |
| Motorcycle, on renewal, 5 years | 255 | $7.75 |
Four 2026 reads agree on that table (house research, 8 September 2026; tdl-service.com, 1 March 2026; thethailandlife.com, 5 May 2026; thailandknowledge.com, June 2026). The DLT has not re-verified the schedule for 2026, though. The theory test is 50 questions, 45 correct to pass, after a one-hour road-safety video. The practical is three stations. Budget about THB 1,000 all-in in Chiang Mai. A driving school costs more (house research, 8 September 2026, Chiang Mai row).
Everything upstream costs more. The price is not fixed. A residence certificate costs THB 200 ($6.08) from Bangkok Immigration. It takes one to two weeks, and must be less than 30 days old. Chiang Mai charges THB 500 ($15.20) for a 30-day certificate. Some embassies issue theirs free (house research, 8 September 2026; thailandknowledge.com, June 2026). CHECK Bring the TM30 receipt, TDAC number, lease or house book, two photos, last TM47 and passport copies. A medical certificate is required too, also under 30 days. It runs THB 150 to 300 ($4.56–$9.12) at a clinic and 600 or more ($18.24+) at a hospital. Expect about THB 250 ($7.60) on Koh Samui and THB 100 to 300 ($3.04–$9.12) in Phuket (city fact sheets, 8 September 2026). What your foreign licence waives is contested too. This series holds it skips the driving test, not the theory test. One 2026 guide says it waives both. Another says neither. That switchers now often need the driving test too. CHECK Sit the theory test anyway.
A Thai licence is not a work permit, and it will not open a bank account
It says nothing about your immigration status. It does not let you drive for money. From 30 September 2026, every driver working through an app needs a public driving licence too. It layers on top of the normal one (house research, 8 September 2026). It does not open a Thai bank account either. That runs on your visa, not your licence.
The residence certificate is the real gate, and September narrows it further
You must prove where you live before the test. Ministerial Regulation B.E. 2563 requires either a certificate of residence from Immigration or a yellow house book (sea101 ch. 9). Bangkok Immigration issues certificates only to expats filing a 90-day report. A short-stay tourist is sent to their embassy instead. Most embassies have stopped issuing them, the US since 1 March 2023.
From 15 September 2026, the visa-free stay drops from 60 days to 30. That closes the last real route for an exempt entrant to reach the 90-day mark at all. Settle the DTV visa or a non-immigrant status before you apply, not after.
Whether the DTV counts is disputed. One research file has DTV holders filing a TM30 and a 90-day report and getting two-year licences in practice. A second file calls it a grey area some offices refuse outright. A licence service site lists the DTV as allowed on one page and excluded on another. CHECK The only published rule is local. Since 17 July 2025, Chonburi and Rayong, which cover Pattaya, admit any visa valid under a year, DTV included. They issue two-year licences only, never five. Prachuap Khiri Khan (Hua Hin) and Surat Thani (Koh Samui) have published nothing at all.
You will have filed a TDAC arrival card before landing. It has been required and free for every foreigner since 1 May 2025. Overstay runs THB 500 ($15.20) a day, capped at THB 20,000 ($608), before a one-year ban starts at 90 days, rising to ten (siam-legal.com, 10 February 2025).
Who this route fails, and where to look instead
| Situation | Why it fails | Instead |
|---|---|---|
| A 30-day exempt entrant after 15 September 2026 | No residence-certificate route exists for you | Fix the visa first, or stay inside your IDP's window |
| A DTV holder in Hua Hin or Koh Samui | Nothing published; pure office discretion | Ask the local DLT before you buy a bike |
| Someone with a car-only IDP who wants a scooter | Counts as unlicensed; every claim gets denied | Add the motorcycle category at home first |
| Someone chasing Grab or Bolt income | Needs a public driving licence from 30 September 2026 | Not this route |
| A Bangkok resident who only wants to get around | Six rail systems and Grab cover almost every trip | Getting around Bangkok without a car |
Insurance is the reason to get legal, not the fine
Phuket fined 20,901 foreign drivers in 2025, out of 26,515 no-licence cases. It seized 1,737 rental vehicles and installed 503 ANPR cameras under Phuket Eye Phase 1 (thephuketnews.com, 30 January 2026). Read that number before moving to Phuket unlicensed. The fines stay small. Riding without a licence runs THB 500 to 1,000 ($15.20–$30.40) on most sheets, or up to THB 2,000 ($60.79) by the book, sometimes with the bike seized. CHECK No helmet or refusing to show your licence costs THB 2,000 ($60.79) each. The blood-alcohol limit is 0.05, or 0.02 in your first five licensed years. A 12-point demerit system applies since January 2023 (house research, 8 September 2026). What changes is the claim. Required cover on a rental scooter tops out at THB 30,000 to 80,000 ($912–$2,432) medical, yet pays out only THB 30,000 ($912) in practice (house research, 8 September 2026; sea101 ch. 9). A private hospital bill for a bike injury can run THB 230,000 ($6,991), against THB 72,000 ($2,188) in the public system. Thailand logged 14,144 motorcycle deaths of 17,447 road deaths in 2024, 84% of hospitalised riders unhelmeted (sea101 ch. 9). Get legal if you plan to ride past your IDP's shortest reading. If no status will get you a residence certificate, stay off two wheels and use Grab instead.
